Promotion Criteria for Projects in Africa


Goal

The poor have access to reliable, environment-friendly and low-cost energy supplies, and are thus able to sustainably improve their quality of life or income situation without jeopardising the quality of life and opportunities of future generations.


Target Group

The rural and urban poor as well as education, social and health care institutions, organisations and services that reach them.

 

Fields of Promotion

  • facilitation of processes of organisation among the poor, creation of user communities, encouragement of civil society based dialogue as well as political lobbying and advocacy work, so as to help ensure appropriate access to energy;
  • use of biomass as energy carrier, e.g. through appropriate forest management, reafforestation, tree nurseries, soil improvement through sustainable agriculture;
  • training of skilled workers and technicians in the field of energy supplies and energy-saving technologies (e.g. improved stoves, cookers, jikos, improved electrical installations, electronics, waste water treatment, biogas, motor mechanics, earth construction, solar power technology, water power);
  • appropriate energy supplies for education, communication and information, social and health care institutions, organisations and services working with and for the poor;
  • exemplary pilot projects and programmes that use, or promote the use of, energy-saving technology with fossil fuels or renewable energy.

No-promotion criteria

  • No promotion of project proposals designed in the North and submitted without active participation of a partner in the South.
  • No promotion if qualified personnel for maintenance and repair is not locally available.
  • No subsidising of equipment for trade and industry.
  • No promotion of measures that would entail permanent subsidisation needs for maintenance and day-to-day operation.
